The script is always accessible in the "My Tools" menu because not all of MassEdit's functionality is restricted to users in certain user groups. Any user may use the script's category-member generator to collate lists of pages belonging to certain categories, for example. The prepend and append options are just shorthand means of quickly adding content to the very top and bottom of the target pages, useful in contexts in which a user wishes to apply advisory or maintenance templates to the top of a set of pages or categories to the bottom. As for talk page conventions, there isn't really a standard here in practice. I've seen some users prefer to keep messages on one talk page, while others, like myself, prefer to stagger the conversation across multiple talk pages. It's up to you, I suppose.
