You're using your @import statement in your MediaWiki:Wikia.css page, but the MediaWiki:Wikia.css page exists on your wiki too. Your site CSS pages are concatenated when they load, so contents of MediaWiki:Wikia.css end up below contents of MediaWiki:Common.css when loaded, but the @import statements need to be on the top of loaded content in order to work. You have two options to resolve it:

Move all contents of MediaWiki:Common.css to MediaWiki:Wikia.css, or
Move the import from MediaWiki:Wikia.css to MediaWiki:Common.css.

It should also be noted that it's recommended by Fandom to use MediaWiki:Wikia.css instead of MediaWiki:Common.css.

What about it? I remember it only being a copied MediaWiki:ModernProfile/Masthead.css, which wasn't in the installation instructions as the preferred way of installing Dev Wiki stylesheets is importing them.
