AddBlockUserTag adds a button to the user profile masthead to block that user. It shows the button only for the Admin, GDM, SOAP, Wiki Specialist, and Staff usergroups.

Known Bugs
This script does not work with AddUserRightsTag, User Admin Tools, and EditcountTag.
